In his role\, he oversees the management of the Downtown's Property Based Improvement District and Downtown Business & Parking Improvement Area\, both of which consist of nearly 5\,000 stakeholders and an annual budget that exceeds $5.5 million. The DLBA offers programs and services that shape public policy\, planning\, and economic development efforts to improve downtown's quality of life and economy. Moreover\, has spearheaded several organizational initiatives\, including DLBA's Roadmap to Recovery Strategic Plan\, a Downtown retail and office recruitment strategy\, and the completion of the Downtown Property-Based Improvement District renewal. Before his arrival at the DLBA\, Metoyer served under former Los Angeles Mayor Villaraigosa's Office of Economic and Business Policy and the National Foreign Trade Council in Washington D.C.
